Investigations

Full-Spectrum Human and Technical

Investigations

Arsenal conducts investigations to a standard expected of senior major crime or national security investigative units, within the limits of private authority.

All investigations are scoped tightly, conducted under strict legal and ethical controls, and documented to a professional evidentiary standard.

01

Fraud, embezzlement, intellectual property theft, sabotage, workplace violence, harassment, policy breaches, and internal compromise. Includes evidence collection, witness interviews, digital examination support, and reporting suitable for counsel, insurance, or internal decision-making.

02

Focused inquiries into individuals or groups posing potential risk to clients, institutions, or principals. Combines open-source, human, and technical methods.

03

Deep-source and multi-source background work that goes well beyond database checks. Used for sensitive hires, partnerships, investments, board appointments, and threat-related subjects.

04

Evidence development, witness location, asset tracing (within legal bounds), and operational support to legal counsel in civil, family, or commercial matters.

05

Documentation, attribution, and operational response to sustained harassment, doxxing, surveillance of institutions or individuals, and coordinated online/offline campaigns.

06

Missing persons (where private involvement is appropriate), recovery of information or assets, and complex multi-jurisdictional inquiries conducted through the network.

The portfolio is organised into eight integrated lines. Clients may engage a single line or a combined operational package. Many engagements begin with Pearl Strategic Counsel assessment and transition seamlessly into Arsenal execution.

Every service line is staffed by operators drawn from senior ranks of police (including national security, protective, major crime, and intelligence roles), military, and intelligence backgrounds. Delivery is governed by rigorous scoping, legal review, operational security, and after-action processes.

Intelligence to Action

Service Delivery Standards Across All Lines

  •  Every tasking begins with formal scoping, legal review, and defined objectives.
  •  Operations are planned, briefed, executed, and debriefed to professional standards.
  •  Reporting is secure, structured, and tailored (executive, operational, or evidentiary).
  •  After-action reviews are mandatory for significant deployments and investigations.
  •  All activity remains strictly within Canadian law, provincial licensing requirements (PSISA and equivalents), and professional codes of conduct.
  •  Arsenal does not exercise police powers, conduct unauthorised electronic surveillance, or engage in any activity that would be unlawful for a private entity.

This portfolio constitutes a private high-end operational service capable of delivering the full range of protective, investigative, intelligence-support, and specialised capabilities that sophisticated clients associate with federal-level police and security organisations — delivered with the discretion, legal discipline, and professional judgment required in the private domain.
